The aim of the thesis is to identify all current problems of The Medical Assessment Service and to suggest possible changes and recommendations that could make the system more effective. In the theoretical part is used the concept of the welfare state and points out its crisis of efficiency. Furthermore, the development of the field of Assessment Medicine and its current form was described. In the analytical part was selected an analysis of the information content of documents, which helped to identify all problems and their gradual development. The analysis was also used to propose changes and recommendations. An expert interview was conducted to substantiate the results of the analysis.

The Role and Competence of the Medical Assessment Service in the Social Security System

The Bachelor´s thesis called The Role and Competence of the Medical Assessment Service in the Social Security System deals with the workings of the Medical Assessment Service and health assessment of people for the purposes of care allowance. The Medical Assessment Service consists of the Consultative Committees. The Consultative Committees have the consultative authority. They give out opinions of objective ascertained state of health of the person in accordance with the law. The medical assesment is used as the basis for the decision of welfare benefits granting. It´s about the sickness and pension insurance, non-insurance benefits, it means the social security benefits, benefits of social care and employment. The goal of this thesis was a current competencies description of the Medical Assessment Service. Another purpose was to find out if it is possible to transfer the current competencies to another medical or non- medical institution. Theoretical part describes the workings of the Medical Assessment Service, competencies and role in the particular social security systems. The practical part of the thesis is verifying the hypotheses of the transfer of competencies to another medical or non- medical institution. In the practial part of this thesis I focused on the assessment of health for the purpose of the care allowance. The care allowance is provided to those who are dependent on assistance of another person because of the long-term health condition. It was made a quantitative research. There were distributed 90 questionnaires to respondents aged under 65 years from Benešov city and vinicity. In the connection with the goal of the thesis they were determined the following hypotheses. The hypothesis H1: The Competence of the Medical Assessment Service can be tranfered to another medical institution during the assessment of dependence degree. This hypothesis was confirmed. 62 % of respondents wants to be assessed only by a general practicioner. I think there is a posibillity of transfering the competencies of the medical assessment service on general physicians. The hypothesis H2: The Competence of the Medical Assessment Service can be transfered to another non- medical institution during the assessment of dependence degree. The hypothesis H2 was confirmed as well. 69 % of respondents wants somebody else than the psysician assesment service to write the medical assessment. 55 % of respondents thinks competencies of the Medical Assessment Service can transfer to specially trained people. So, there is a posibility to transfer the competencies to the assessment service´s officer. The results of the thesis may work as an indicator of the current perception of the Medical Assessment Service by the non-professional public.
